Calculation Method of Household’s Out-of-pocket Expense for Health based on Equivalence Scales

|
The Household Income and Expenditure Survey data, which are analyzed in this study, have been the main sources for the estimation of household’s out-of-pocket expenses for health in the National Health Accounts. Although household’s out-of-pocket expenses for health is related to the family size as well as the scale of household consumption, the household’s traits are not considered when the expenses are estimated. Given that health care expenditure is non-normally distributed and happens irregulary, the high attrition rates among the respondents of Household Income and Expenditure Survey can influence the estimation results by non-sampling error. In this study, we examine which calculation method of household’s out-of-pocket payments for health is more appropriate for the adjustment of the differences between household size and its composition. We also derived equivalence scales for household’s out-of-pocket payments for health, which are estimated from the health care expenditure data of Household Income and Expenditure Survey.
